Overview: Under supervision, performs skilled work in refrigeration, air conditioning, heating, and ventilation tasks in accordance with standard trade practices. Identifies issues, solves problems, and takes appropriate action in relation to Heating, and Ventilation Air Conditioning (HVAC) in a timely manner while making the decisions and repairs that are compliant with building codes and regulations. The salary for this position is: $32.79- Starting Rate per hour $34.90- After completion of six (6) months $45.48- Top rate after thirty six (36) months The position will remain open until a candidate is selected. Responsibilities This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to this job. Installs refrigeration components such as compressors, evaporators, condensers, motors, blowers, and pumps. Installs and connects piping and tubing for refrigeration and air conditioning systems. Installs, calibrates, and repairs refrigeration and air conditioning system instruments and electrical and pneumatic controls. Diagnoses operating malfunctions and repairs refrigeration and air conditioning systems. Tests, charges, repairs, and adjusts hermetic type refrigeration units and ice machines. Reads blueprints to determine location, size capacity, and type of components needed to conduct work related activities. Tests and chemically treats water used in heating and cooling systems. Overhauls compressors, burners, gas valves, pumps, fans, and other heating, ventilating, or cooling system components. Adjusts and balances air distribution systems. Checks installations for conformance with legal requirements and safety codes. Drives to all OCTA Facilities to perform job related essential functions. Participates in the installation, maintenance and repair of steam and hot water related equipment such as water heaters, recirculating pumps, thermostats / gauges, and valves. Guides, informs and trains assigned Facilities Technicians and helpers. Troubleshoots burner assemblies for Parts Washers and Paint Booth Heaters and performs routine maintenance and repairs. Collateral Facilities Duties: Visually inspects and troubleshoots fueling delivery and distribution systems, equipment and monitoring and dedicated detecting systems within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met. Maintains and repairs fueling systems and equipment within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met. Inspects, troubleshoots, maintains, and repairs electrical apparatus and distribution systems, including panels, circuits, switches, solenoids, control boards, motors, generators, lighting, and three-phase industrial systems up to 480 volts, within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met. Inspects, troubleshoots, maintains and repairs of facilities plumbing, systems, within time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met. Oversees and ensures work performed by contracted services meet contractual time and quality measurements to ensure all operational, health, safety, and regulatory compliance requirements are met. Maintains records, spreadsheets, logs, reports, systems, certifications, permits, etc., within city, county, state, and federal compliance requirements within time and quality measurements to ensure successful governmental and/or Agency audit results. Completes and/or performs special assignments and construction projects, utilizing skills including welding, painting, landscaping, masonry, etc. within time and quality measurements. Analyzes, evaluates, and/or repairs facilities’ safety and test systems within time and quality measurements. Qualifications A high school diploma or equivalent (GED) and completion of an accredited heating, ventilation, air conditioning (HVAC) mechanic apprenticeship program and 3 years’ experience in the installation, alteration, maintenance, and repair of commercial and domestic, heating, ventilation and air conditioning systems involving modulating and safety controls, thermostats, humidifiers, and duct stats. Prefer one year of journey-level maintenance with installation and repair of central multi-zone forced air systems w/ economizer, dampers, and automated control systems such as Trane and Carrier. Prefer Electrical Safety Worker, NFPA 70E, and Hazardous Waste Operations and Emergency Response (HAZWOPER). Special Qualifications: Must possess a valid California Driver License with a safe driving record. An Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in chapter V, Section 608. Photocopy of the certificate of completion of a recognized HVAC mechanic apprenticeship training program. Detailed information regarding Journey Level experience. Must utilize Cal/OSHA-required and/or Agency mandated personal protective equipment when needed. Must be able to wear respiratory protection. Knowledge of: Application of safety work practices, determination, and use of appropriate personal protective equipment. Industrial machinery troubleshooting and equipment repair. Lighting and low voltage electrical repair. Low and high voltage systems up to 480 VAC. Facilities maintenance repair and related construction. Hazardous material management and handling (HAZMAT). Cal/OSHA safe work practices. Computer software skills including word processing, spreadsheets, and database applications such as MS Office programs including Outlook, Word, Excel, etc. Time management principles. Ability to: Safely operate hand and power tools used in maintaining buildings and facilities. Diagnose and correct malfunctions in industrial and automated facilities equipment. Read blueprints to determine location, size capacity, and type of components needed to conduct work related activities. Lift and move moderately heavy objects, work from ladders and in confined spaces. Read and comprehend instruction manuals, Safety Data Sheets (SDS), notices of regulatory compliance, etc., and act upon content. Listen attentively, analyze situations, interpret complex data, identify problems, recommend solutions, and evaluate outcomes to determine strategies to adopt an effective course of action. Establish and maintain effective working relationships with others. Work independently and proactively, either alone or as part of a team, and exercise sound judgment. Operate a forklift and man-lift and work above 30ft via a lift. Climb roof ladders and lift tools to roof tops, as necessary. Prioritize, organize, and perform multiple responsibilities to meet time constraints and deadlines. Communicate clearly and concisely with tact and diplomacy with the public, management, contractors, and other internal/external customers. Travel to and from offsite locations within reasonable time limits.
