Overview Rapiscan Government Services, an OSI Systems Company is seeking a General Manager (GM)/Vice President (VP), to run, stand-up, develop and grow its Training Division in the Federal Security Sector. Rapiscan is in the process of standing up a Federal Training Group in its Sterling, Virginia office. The group is being stood up specifically to target large Federal Government Training programs/opportunities and gain further market presence for Rapiscan/AS&E and Solutions in this critical growth area. In addition to bringing on skilled Rapiscan Program Managers and Experienced Trainers to this group, Rapiscan has identified and brought on a strong team of experienced training partners. The GM/VP will be responsible for growing and developing a team to meet current and future Federal Government training requirements. The GM/VP will meet with senior executives at DOD, DOS, and DHS, as well as other USG departments and agencies as required to further develop relationships within the Federal Government space. Thus, enabling a better understanding of the Government’s strategic objectives and acquisition plans for training requirements. The GM/VP will be responsible for ensuring development of course material is in correct format, meets customer objectives, and is presented efficiently by trained proficient instructors. This position reports to the EVP, Federal Government/Business Development, North America, for the Rapiscan Cargo Scanning & Solutions Group. The GM/VP, Training – Federal Security is expected to have a strong knowledge of Federal Government and other Federal Government operations expertise, a a strong technical understanding of products and services across Rapiscan, as well as current training material development methods. Further, the GM/VP will brief Rapiscan senior leadership on strategic objectives/plans for growth and manage the Training Groups P&L. In addition to providing a broad array of cargo and vehicle inspection technologies and services for ports, borders, military, high-threat facilities, and checkpoints to help customers combat terrorism, drug smuggling, illegal immigration, and trade fraud, Rapiscan is a respected Security Leader. Additionally, Rapiscan Systems offers a wide range of technical expertise, including scanning and radiation detection systems, intelligent optical solutions and system integration capabilities—to address each customer’s unique Training Security Solutions. The GM/VP in this position will work with sales and product solutions to support Government requirements that support and expand sales and service across the DOD, DOS, DHS, and other Federal Government organizations as required. Additionally, will monitor ongoing programs and work with the Rapiscan Account Manager and Contracts department to ensure consistent approach in meeting the requirements of our Federal Government customers. The GM/VP will be responsible for working closely with the EVP, Federal Government to define the strategic direction of the group within the division. Responsibilities Financial: Maintains Profit and Loss responsibility. Manages the budget and monitoring the financial health of a location or business unit. Performs overall contract financial oversight to include labor utilization, estimates at completion, and revenue. Business Development: Creating and implementing strategies for business growth, and cultivate, and grow client relationships within Federal Civilian/non-DoD Agencies, including performing frequent visits to assess performance and provide overall subject matter expertise to our customers. Responsible for meeting revenue goals and growth targets by performing business development and capture activities, including the development and review of proposals. Personnel Management Responsible for leading the newly established Training Team to grow and expand our capabilities within the Federal Government space. Developing key performance goals and hiring new staff and managing the performance of staff. Training Development: Ensures that departments or units deliver quality offerings to our Federal Government Customers, develop new or modified solutions to meet client needs. Teamwork: Working closely with VP/account lead/managers, the Sales team, and other senior staff to retain and grow our client base and ensure consistency of message and capitalize on Rapiscan market penetration. Improving internal processes for better productivity. Team Building: Coordinates with subcontractors to ensure accountability to subcontractor agreements and commitments. Ensures compliance with relevant corporate and government policies and standards. Participates in special projects as required. Work with Rapiscan Government Relations staff to assist in aligning priorities and helping to define funding needs and operational priorities for Congressional members and staff. Qualifications Bachelor’s degree or equivalent experience in Business Administration, Engineering, or equivalent business experience. A minimum of 10 years’ experience in US Government agencies or the security industry Strong knowledge and experience in training development, using Instructional Systems Development or similar methods. Strong communication skills and the ability to work well with other strong personalities. Possess a working knowledge of agency budget and acquisition processes. Experience/familiarity with sales/business development processes and CRM Strong Program Management Experience – PMP certification is a plus. Demonstrated ability to interact with both internal and external stakeholders at the highest levels. Demonstrated ability to lead a team to achieve operational/strategic goals and objectives. Ability to mentor and coach junior staff members. Expert deal strategy and negotiation skills. Must be detail oriented and able to function effectively in a fast paced, multitasking work environment. Record of driving and achieving bold goals and establishing and executing to best-in-class metrics. This position requires up to 25% travel.
