Summary CHENEGA TRI-SERVICES, LLC San Antonio, TX This Job Is Contingent Upon Bid Award The Project Manager/Site Safety Health Officer will assist the 63rd Readiness Division (RD) with the execution and implementation of a multi-faceted, comprehensive engineering base operations and sustainment preventative and corrective maintenance program to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards. Responsibilities Facility inspections and checklists Monitor physical and functional condition of building systems Planning, coordination and quality assurance requirements and specifications for service contract support of facility repairs Prepare, review and submit energy efficiency and sustainable practices/recommendations Promote energy conservation and awareness Develop quality assurance program and implement Provide quality assurance inspection and oversight for maintenance and repair and document as required Review and refine tasks and requirements list and order of cost magnitude for Sustainment, Revitalization, and Maintenance (SRM) projects received from field personnel Perform site visits to facilities as necessary to gather information for SRM requirements Monitoring and inspect life safety, physical security and fire prevention requirements and address deficiencies as required Investigates and reports incidents, accidents, and noncompliance of quality, environmental, safety, and health policies and initiates root cause analysis of the deficiencies. Periodically conduct safety surveys, meetings, and inspections. Assure that all newly hired employees have been given a thorough orientation concerning the Company’s Safety Program. Prepare and maintain safety records, analysis, evaluations, and reports to improve the Company’s safety performance and comply with all government agencies, insurance carriers, and internal procedures. Work with management, supervisors, and employees to maintain and implement new and ongoing safety programs and comply with recommendations provided by outside consultants, OSHA inspectors, and insurance companies. Make available all necessary personal protective equipment, job safety material, and first-aid equipment. Review all accidents with management, supervisors, and/or employees and ensure that corrective action is taken immediately. File all workers’ compensation claims immediately and work with the workers’ compensation carrier to ensure proper medical treatment is provided to injured workers and they are returned to work as quickly as medically possible. Review and update databases, computer programs, and physical inventories as required to maintain information current Respond to all information requests Attend Project Review Boards as requested Documentation, Checklists, and Reports Supervisory Responsibilities The Project Manager will be responsible for the oversight and supervision of field maintenance technicians and subcontractors in the execution of the preventative and corrective maintenance program Assist the Program Manager to recruit, qualify, manage and retain personnel for routine staffing, temporary increases in workload, new mission support, reorganization support, limited duration need, start-up/shut-down needs, and workforce fluctuations. Qualifies personnel with a thorough verification and validation process to ensure personnel meet contractual minimum qualification requirements Develop and maintain proactive working relationships with 99th RD Engineering Support team members, vendors, management and other departments Monitor program labor hour execution against contractual performance criteria then analyze, recommend, and report findings to the Program Manager on a regular basis. Review field maintenance team member’s time cards on a daily basis and approve at the end of each pay period. Review all travel authorizations to ensure accuracy and compliance with contract requirements. Maintain record of travel authorization costs and compare to travel/ODC budget prior to approval Review reports from all field maintenance personnel and use them to compile a Monthly Progress Report to include, at a minimum, corrective maintenance funding status, summaries of preventative maintenance and unscheduled work received and completed (work orders/service orders), contractor quality control statistics, a summary of safety incidents and safety training, an equipment downtime summary, customer satisfaction statistics and any other contractor comments regarding operational improvements/betterments, work delays, or other issues affecting contractor performance and submit to Program Manager Other duties as assigned. Qualifications Bachelor's degree (B.A.) from four-year college/university or minimum five (5) years experience in business occupancy facilities operations and maintenance Minimum five (5) years experience servicing and/or renovating commercial buildings, including the supervision of a diversified work force responsible for operations, maintenance and repair of commercial building infrastructure systems. Completed thirty (30) – hrs. OSHA safety class within the last three (3) years. Familiar with the various codes and standards applicable to operations and maintenance tasks installated equipment systems, NFPA, EPA, and OSHA. Minimum Ten (10) years related experience and/or training or equivalent combination of education and experience. Ability to obtain favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67 Valid Driver’s License Knowledge, Skills and Abilities Proficiency using personal computer and internet service, word processing, Microsoft Word, and Microsoft Excel, Outlook and Powerpoint.
