Overview The Advanced Computing, Mathematics and Data Division (ACMDD) within the Physical and Computational Sciences Directorate (PCSD) is currently seeking a Senior Financial Coordinator to provide support for colleagues in ACMDD’s Future Computing Technologies (FCT) and Software and Data Systems Engineering (S&DSE) groups, and other staff within ACMDD & PCSD. We are looking for an FC to proactively participate as a team member for assigned groups/activities and serve as a resource to ensure objectives are achieved and carried out consistently in the following areas: project management, business, contracts, finance, acquisitions, sales, and quality assurance. Routine external contacts include staff at DOE Headquarters and other sponsors, as well as vendors and collaborators at universities and industry partners. Responsibilities The Financial Coordinator contributes to PNNL through financial support of project management. Responsibilities include but are not limited to: Coordination of proposal process including preparing formal cost estimates, budget justifications, drafting prep and risk documents, preparing current and pending support documents, and ensuring deadlines are met. Works with external partners and internal PNNL staff to obtain required information and documents. Finalize proposal package, obtain necessary approvals with PI/PM, Sector office, Communications and Contracts Specialist and submittal of. Support projects throughout their life cycle from the proposal stage through project closeout. Sets up new projects, develops and maintains spend plans, provides monthly reports with analysis, identifies areas of concern, and offers solutions to PI/PM to maintain financial integrity. Prepares purchase requisitions (PRs), tracks procurements and service contracts throughout life cycle, and manages the accrual process throughout the year for assigned projects. Provides support for overall business management of the AMCDD overheads and projects. Generates baseline FTE and budget requests for the annual business planning process and analyzes group overhead expenditures and impacts of budget changes. Acts as a resource for staff on PNNL policies, procedures and compliance. This position may have delegated business approvals from the group managers and team leads including travel expense report and P-card reconciliation reviews. Qualifications Minimum Qualifications: MS/MA or higher and 3 years of relevant financial experience -OR- BS/BA and 5 years of relevant financial experience -OR- AA and 14 years of relevant financial experience -OR- HS/GED and 16 years of relevant financial experience. Preferred Qualifications: Proactive, detail-oriented with ability to independently organize and prioritize workload to meet deadlines in a fast-paced environment. Excellent communication skills, with the ability to present complex financial information in a clear and concise manner. Uses discretion and good judgment to resolve issues and positively interact with a wide variety of PNNL staff, contractors, and sponsors. Experience in financial forecasting, analysis, budgeting and business planning and all phases of proposal development and submission. Knowledge of overhead types, direct funding, contract and budget management and PNNL specific processes and procedures. Proficiency in Microsoft Office Suite, particularly MS Excel and lab systems PowerBI, Proposal Pricing System, Electronic Prep and Risk, WALS, Purchasing and Expense System, Project Portfolio Management. Experience using Portfolio Analysis and Management System (PAMs) and Grants.gov. Familiarity with project closeout activities (closing of charge codes, finalization of records/closing of file plan and de-obligation of funds).
