Overview At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning. A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently. The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.  The mission of the Environment, Health, Safety and Security (EHS&S) Division is to minimize risks, assure compliance with regulatory standards, and promote a culture of safety, health, and environmental stewardship.    EHS&S focuses on reducing environmental impact, promoting employee health, preventing workplace incidents, and safeguarding physical and information security. Core functions include risk assessment, safety training, environmental stewardship, health monitoring, emergency preparedness, and implementing security measures. EHS&S fosters a culture of safety, maintainability, and continuous improvement, ensuring operational efficiency, regulatory compliance, and long-term organizational resilience.  Responsibilities Accepts responsibility from and is accountable to the Safeguards and Security (SAS) Information Security Manager for the successful operation of the Classified Matter Protection and Control (CMPC) and Communications Security (COMSEC) programs. Under the day-to-day direction of senior level Security Specialists, the incumbent executes plans and procedures to effectively implement program policy. This position is directly responsible and accountable for providing program support, insights and technical support in the development, implementation, and management of the CMPC and COMSEC topical areas to facilitate effective functional SAS protection, control and accountability programs are in place for the interests of PNNL. As the CMPC Program Manager, this position is responsible for providing technical expertise associated with the development and operation of the CMPC Program. Responsibilities include: Oversight of all elements of a comprehensive CMPC program including analysis and interpretation of regulations, laws and orders; development of company policies and procedures; coordinating detailed strategic plans; performance of structured risk/vulnerability assessments, development of DOE and/or external client approved program plans; and provides support to line organizations relative to Security program requirements. Provides appropriate leadership and oversight for the implementation and conduct of the CMPC to include strategic planning, risk management, allocation of resources, schedule development, and program implementation. As the COMSEC Account Manager, this position is appointed to execute all the duties required to maintain a compliant DOE COMSEC account. Expected to become an expert in these specialty areas, and to be proficient in related SAS disciplines. The incumbent provides timely, accurate, and complete direction, advice, and assistance to all levels of management, as well as other staff members located throughout the consolidated Laboratory. Establishes and maintains liaison relationships by networking with PNNL management & staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals. Occasionally serves as consultant to senior management. Able to demonstrate leadership within Directorate and PNNL. Participates in DOE-wide initiatives. Identifies improvement opportunities both within and outside of area where assigned as SME. Influences policy and direction of Site committees. Assists with the transfer of processes/tools to other sites. Qualifications Minimum Qualifications: BS/BA and 7 years of relevant experience -OR- MS/MA or higher and 5 years of relevant experience -OR- AA and 16 years of relevant experience -OR- HS/GED and 18 years of relevant experience Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security. Preferred Qualifications: Derivative classifier who possesses analytical and interpretation abilities for applying current DOE classification guides in such areas as: nuclear weapons design, testing, and military applications; arms control; chemical/biological weapons; nuclear nonproliferation; International nuclear safeguards; nuclear materials production, detection, and/or analysis; intelligence/counterintelligence; and/or safeguards and security. Possesses the ability to understand, evaluate, assess, and prioritize regulations and their applicability to PNNL and the SAS topical areas assigned. Possesses the ability to successfully communicate, integrate and coordinate with internal staff, stakeholders and external customers and effectively guide and mentor staff. Possesses the ability to identify trends and impacts, use innovative ideas to enhance business results and to influence policy and set direction across national organizations within the area of expertise. Possesses the ability to use skills to contribute to the development of organizational objectives, programs, and principles. Is able to apply and/or develop advanced technical principles, theories, and concepts. Additional Information This position requires the ability to obtain and maintain a federal security clearance.
