LEAD OPERATIONAL SAFETY ADVISOR </p>

CONTEXT: </p>

<p>
The mission of the CNS Asset HSE Department is to support the Asset teams in their delivery of top quartile safe operations, whilst minimizing the impact on the environment and maintaining a positive safety culture. The client Operates in area of strong and mature legislative requirements from the Government Regulator for Health Safety and Environment.</p>

It is a requirement of the asset-based role, to assist in ensuring that the necessary competence and expertise is maintained within the function in the areas of Safety, Occupational Health, Emergency Response and Crisis Management to ensure the credibility and quality of these activities.</p>
<p>

<p>
The job-holder reports to the CNS Asset HSE Manager and holds management responsibility for the Senior Operational Safety Advisor(s) and provides supervision, coaching and support to graduates during placement periods.</p>
<p>
</p>
<p>
The jobholder is expected to travel offshore and to other onshore locations as part of their duties to conduct safety briefings, high potential incident investigations, inspections, audits, and general communication activities as required. </p>

<p>
MAIN ACTIVITIES:</p>
<p>
</p>
<p>
Providing work direction and technical guidance, checking work/project progress and setting priorities for the Senior Operational Safety Advisor(s)</p>
<p>
Ensuring all occupational health issues within the asset are effectively controlled (e.g. accommodation hygiene, potable water management, noise, handling of chemicals/COSHH, ergonomics, radioactive materials, health surveillance, management of hazardous substances e.g. mercury, benzene, etc.).</p>
<p>
Providing support to site based HSE professionals and working with them on common objectives.</p>
<p>
Ensuring occupational health risk assessment files for each operational site are maintained</p>
<p>
Assisting in developing health surveillance strategy for Company and Contractors so that records are kept of personnel exposure (e.g. noise, hand arm vibration, nightshift working etc.)</p>
<p>
Attending the daily morning call for operations, sharing the information with the team</p>
<p>
Assisting in the preparation of emergency and bridging documents</p>
<p>
Assisting in the compilation of SIMOPS dossiers for simultaneous operations between Operations and Construction/Operations and Drilling, Seismic and Operations</p>
<p>
Providing input of Health and Safety objectives into the annual asset HSE improvement plan. </p>
<p>
Coordinating safety &amp; occupational health support for onshore and offshore health &amp; safety committees</p>
<p>
Member of the emergency response team and expected to join the emergency response rota when required</p>
<p>
Deputizing for CNS HSE Manager</p>
<p>
Representing Company in industry committees and specialist forums involving legislative authorities and other oil and gas operators.</p>
<p>
Audits</p>
<p>
Providing input of Health and Safety audits into the annual asset audit plan through a risk based assessment looking at areas such as legal compliance and incident trends</p>
<p>
Providing input to and conduct of audits in the asset audit plan</p>
<p>
Compliance monitoring within the asset; both ensuring the sites complete the required compliance monitoring and ensuring the actions raised are tracked and closed out</p>
<p>
Company Management System</p>
<p>
Ensuring that the company's management system relating to safety and health is fully implemented on the asset</p>
<p>
Production of appropriate Level 3 and Level 4 procedures and related training materials for occupational safety and health</p>
<p>
Providing the required support to sites during implementation of safety and occupational health plans and procedures. This support may require spending a period of time on the operational site during roll-out and implementation.</p>
<p>

<p>
Contractor Management</p>
<p>
Assisting in the preparation of Contractor Interface documents and facilitation of contractor HSE forums</p>
<p>
Attending and providing the input to Contractor Performance review meetings</p>
<p>
Providing technical input on contractor / consultant selection in contracts with operational safety and occupational health management element.</p>
<p>
Assisting in the HSE evaluation of contractors during the Invitation To Tender (ITT) process and the follow up of any recommendations made during the HSE evaluation</p>
<p>
Incident investigations</p>
<p>
Facilitating accident investigation/root cause analysis</p>
<p>
Assisting in communicating information relating to incidents within the asset and also sharing lessons learned from Rex+</p>
<p>
Other duties</p>
<p>
Assisting in the implementation of HSE I &amp; S applications within the asset (e. g. Safety Observation Database, Stop the Job, Synergi and permit to work)</p>
<p>
Ensuring the asset inputs the correct information into Synergi and ensuring Synergi governance is adhered to</p>
<p>

<p>

<p>
SPECIFIC REQUIREMENTS:</p>
<p>
</p>
<p>
Professional safety/occupational health qualification, preferably degree level</p>
<p>
Significant experience, including Oil &amp; Gas industrial site experience</p>
<p>
Thorough knowledge of company health &amp; safety standards and procedures</p>
<p>
Good knowledge of UK onshore and offshore health &amp; safety legislation, sufficient to offer good advice without reference, and be able to offer detailed advice through reference to documentation</p>
<p>
High awareness of industry and professional best practice through effective networking, professional organisations, journals, etc</p>
<p>
Capable of influencing the impact of emerging legislation and industry trends</p>
<p>
Representing the company at an industry level and leading/facilitating workgroups</p>
<p>
Lead Auditor</p>
<p>
Trained to lead investigations of significant incidents</p>
<p>
Possess current Offshore Survival Certificate, MIST and OGUK medical</p>
