HSE Manager

The HSE manager will prepare and enforce policies to establish a culture of health and safety through analyzing operational errors to identify a more effective and efficient way of operating. The HSE manager will own the compliance of on-site health and safety activities both onshore and offshore. The HSE manager will drive project performance using tools such as safety management systems, auditing and inspecting, emergency response planning, human operational performance, and a strong Key Performance Indicator (KPI) strategy. The HSE manager must be detail and process oriented, customer service centric and focused on problem solving. The HSE manager must fully understand the project life cycle and the relationships between project team members, employees and contractors. HSE manager must command a responsibility during times when health & safety incidents may occur. HSE manager must be able root cause analysis techniques to drive corrective actions and establish controlled non-conformity follow-up measures through successful closure. The HSE manager will develop a Project Health & Safety Plan that contains elements of documentation (policies/procedures), risk management, training, audit and inspection, incident investigation, emergency response, and key performance indicators or other metrics. The HSE manager must possess a solid understanding of engineering project logistics, large scale project management and general procurement procedures. The HSE manager must have experience working with and guiding third-party contractors through project deliverables, conflict resolution and change management.<br>Responsibilities<br><ul><ul><li>Coordinate and ensure the overall safety of the working environment of employees, contractors and sub-contractors in relation to contractor vessels and the offshore construction site.</li><li>Facilitate and lead on-site and project teams to ensure coherent communication and execution of plans and programs in a safe and efficient manner.</li><li>Monitor the safety site teams in the different locations where the components/structures will be manufactured, transported and installed. Including liaising with port and vessel operations, attending daily, weekly and monthly meetings.</li><li>Conduct process and procedure audits and inspections at critical milestones of each project phase, while driving continuous improvement incident investigations for root cause identification.</li><li>Ensure that the safety management system is implemented and maintained so that a tailored performance based, and result-oriented culture is in place for each package need and project location.</li><li>Utilizing all of the following to provide valuable input into the development, implementation and management of a Project Health and Safety plan aligned with the wider US management systems and tailored to the specific project level needs.</li><li>Prepare and communicate the H&S Monthly Project Status Reports <b>Establish, track, and report the H&S KPIs</b></li><li>Ensure the organization is properly staffed to support Project Site Execution</li><li>Intervene and escalate H&S issues to Project Manager and if necessary, to respective senior management, where significant H&S-related procedures and processes are not complied with.</li><li>Plan, initiate and coordinate the continuous improvement of new/revised H&S programs and initiatives.</li><li>Ensures all injuries and near misses are analyzed for trends</li><li>Ensure the projects are staffed with qualified H&S professionals to meet legal compliance</li><li>Address day to day issues to ensure appropriate risk measures are in place during the transportation, installation, and commissioning of the project</li><li>Ensure processes are in place to address legal compliance</li><li>Support the Quality, Health and Safety department and the Environmental Manager in executing their operating plan and strategy.</li></ul></ul>Skills And Requirements<ul><li>Demonstrable experience highlighting an acute understanding for the extent to which health and safety affects all aspects of a project including engineering, fabrication, contracting, safety and operations, and subsequently reducing time and costs.</li><li>Intimate knowledge of US Occupational Health, Safety and Environmental regulations through experience of the intricate relationship between US offshore regulations specifically USCG, BOEM, BSEE, OSHA, EPA, etc. Exhibit a Plan, Do, Check, Act (PDCA) performance-centric mindset and foster a culture of continuous improvement; specifically related to ISO 45001, 14001 and 9001 development, implementation and maintenance.</li>a degree from an accredited university (B. Sc. or B.
