<p>JOB SUMMARY:<br />
The Base Safety Officer is responsible to work with the onshore and offshore management<br />
teams in an advisory role to ensure the company management system is fully understood,<br />
implemented and audited regularly to ensure compliance and that any QHSE legal requirements<br />
are complied with. The Base Safety officer will take direction from and instructions from QHSE<br />
Supervisor and QHSE Manager.<br />
The role also acts as a supervisor to the Offshore HSE Advisors from a functional level to ensure<br />
that they are carrying out the roles and responsibilities assigned to them in their day to day work<br />
and that are visible at the worksites working with both supervision and workforce to improve<br />
cultures and behaviors.<br />
The position is to be considered a senior position with the QHSE Function and thus requires the<br />
role to act independently and work alongside the QHSE Supervisor and QHSE Manager.<br />
The Base Safety Officer will report any concerns or non- compliances to the QHSE Supervisor<br />
and QHSE Manager and work with rig management teams to help resolve any concerns or<br />
issues.<br />
Assist and support QHSE Manager/QHSE Supervisor with all Health, Safety and Environment<br />
matters relating to the implementation and monitoring of the COSL Middle East (CME) QHSE<br />
Management systems, and where requested, development of collation of information for internal<br />
or external presentations to industry peers and conferences and to stand-in for the QHSE<br />
Supervisor and QHSE Manager in their absence where required.</p>

<p>RESPONSIBILITIES:<br />
? The Base Safety Officer's accountability and responsibility is a key element of our Health<br />

safety.<br />
? To actively embrace and participate in the Company's Behaviour Based safety<br />
management tool i.e. (DuPont STOP) program.<br />
? To set a positive example to subordinates demonstrating integrity and positive leadership<br />
expected of the position.<br />
? Assist the QHSE Manager/QHSE Supervisor to facilitate, monitor and ensure the day to<br />
day implementation of CME IMS policies/processes/procedures relevant to HSE and Risk<br />
Management.<br />
? Provide assistance to MOC from QHSE Prospective. </p>

<p>Assist the QHSE Manager and QHSE Supervisor to facilitate, monitor and ensure the day<br />
to day implementation of CME IMS policies/processes/procedures relevant to system<br />
control, monitoring and measurement and continuous improvement of management.<br />
? Assist QHSE Manager/QHSE Supervisor to lead, support and guide the QHSE Team.<br />
? Establish and maintain regular communications with HSE Advisors to understand any<br />
issues/concerns and receive any positive feedback.<br />
? Act as a representative of the company QHSE function and behave in a way which does<br />
not bring company QHSE function or company reputation into disrepute.<br />
? Liaise closely with the QHSE Manager/QHSE Supervisor to support the implementation of<br />
the QHSE Legal compliance in operations.<br />
? To assist the QHSE Manager/QHSE Supervisor to complete the Corporate Monthly<br />
reports complete with KPI compliance and progress to ensure they are submitted to<br />
President in a timely fashion to enable review and submit to meet the deadlines.<br />
? Conduct employee performance appraisals in line with HR processes, where applicable<br />
? To champion best practice principles in relation to QHSE expectations and to meet or<br />
exceed industry standards / expectation.<br />
? Where required, liaise closely with Admin & HR department to advise on training<br />
requirements of QHSE professionals and identify any additional training needs within the<br />
QHSE function.<br />
? Conduct regular shore base and offshore visits in line with management visit schedules.<br />
? Assist the QHSE Manager to compile the monthly HSE newsletter and communicate<br />
throughout the company.<br />
? Assist the QHSE Manager in stewarding the direction and implementation of the<br />
DuPont STOP Program<br />
? Assist the QHSE Manager to monitor incident reporting from the field to ensure timely and<br />
accurate reporting, investigation and closeout of actions.<br />
? Develop and regularly review training material and conduct safety training where required.<br />
? Liaise with HR to complete New Start HSE Inductions for those new to the Kuwait Office.<br />
? Assist the QHSE Manager/QHSE Supervisor to provide guidance on compliance with<br />
Health & Safety related regulatory compliance (flag and coastal state).<br />
? Where required, provide HSE Support to field operations during both emergency and nonemergency situations.<br />
? Provide guidance and support to Rig Managers in a pre-operational or operational mode.<br />
? Assist the QHSE Manager/QHSE Supervisor in development and ongoing review/update<br />
of all regulatory documentation for rigs i.e. SOPEP, EAR, ERP's<br />
? Assist the QHSE Manager/QHSE Supervisor to manage the movement of the HSE<br />
Advisors between offshore rig and onshore shore base/offices as required.<br />
? Participate and lead audits on management systems and supplier QHSE audits where<br />
required or requested.<br />
? Assist the QHSE Manager/QHSE Supervisor with Admin and HR Department to review<br />
CV's and conduct interviews with prospective HSE resources.<br />
? Participate in mentoring newly appointed HSE Advisors in field positions where required.<br />
? Review QHSE policies, procedures and related documentation to ensure consistency<br />
throughout the company.<br />
? Attend Client and regulatory meetings as required.<br />
? Assist the QHSE Manager/QHSE Supervisor to compile, maintain and disseminate<br />
statistical information regarding HSE issues. </p>

<p>REQUIREMENTS:<br />
? NEBOSH Diploma or equivalent in an HSE related subject - NEBOSH certificate /<br />
international certificate accepted as a minimum if suitable experience in an HSE role.<br />
? Hold an Engineering Degree.<br />
? Lead auditor certificate in ISO standards.<br />
? Minimum 9 years' experience, 7 years of which to be offshore drilling experience<br />
(preferably in an HSE role) and 2 years in a relevant shore based position.<br />
? Ability to lead and motivate a team of HSE professionals.<br />
? Extensive working knowledge in the implementation and management systems ISO<br />
9001:2015 ISO 45001:2018 and ISO 14001:2015.<br />
? Excellent understanding of the English language i.e. ability to communicate effectively,<br />
verbally, reading and writing.<br />
? Ability to respect the cultural challenges and differences experienced in a multi-cultural<br />
and multi- national work environment.<br />
? Strong organizational, presentation and analytical and report writing skills.<br />
? A positive can-do attitude and aptitude to develop close working relationships with<br />
clients/customers.<br />
