Commissioning HSE Manager

<br><p><b>Short description</b></p><p>The site Commissioning OSH Manager is responsible for introducing and implementing all site safety regulations in co-operation with the Site OSH Manager and customer's occupational safety staff. He/she assumes responsibility on behalf of the site Commissioning Manager for observance of the local and site-specific occupational health and safety regulations as well as their implementation.</p><br><p><b>Allocated Process Category</b></p><p>Occupational Safety and Health</p><br><p><b>Allocated Process Group</b></p><p>Site OSH Management</p><br><p><b>Responsibilities</b></p><p>§ Advising and assisting the Site Commissioning Manager with regards to the applicable local OSH-rules, legal requirements and project specific OSH procedures</p><p>§ Checking and documenting all project-specific OSH requirements for the commissioning phase. Prepare specific OSH instructions, procedures and updating as required</p><p>§ Coordinating on-site occupational health and safety in collaboration with the Site OSH Manager</p><p>§ Perform site OSH inspections and audits.</p><p>§ Ensuring and verifying that health and safety requirements, plans and procedures for the commissioning phase are implemented effectively</p><p>§ Assist and support the Commissioning PTW coordinator.</p><p>§ Report immediately all incidents to the Construction/Commissioning Manager and Site OSH Manager. Immediate intervention in case of any unsafe behaviours or unsafe situations observed on site.</p><p>§ Review Hazard Identification and BBS program.</p><p>§ Act as deputy when Site OSH Manager is on leave.</p><br><p><b>Tasks</b></p><p>§ Preparation and periodical review of site safety commissioning orientation training inductions with all workers and visitors as defined in the Project specific OSH Program and keep on record</p><p>§ Implementation and enforcement of the Site OSH Plan, Site Commissioning Procedures and Site OSH Instructions</p><p>§ Monitoring the effectiveness of the Site OSH Plan and Site OSH Instructions and procedures</p><p>§ Review and updating of the Commissioning Emergency Plans</p><p>§ Regular update/review of Site Commissioning Procedures and Site OSH Instructions and Risk Assessments. Preparing outstanding OSH documents like e.g. Risk Assessment as necessary</p><p>§ Organization of Site OSH inspections and OSH meetings and support the Commissioning Manager in Commissioning Meetings.</p><p>§ Management of required inspections and tests for work equipment and PPE.</p><p>§ Compile of monthly and weekly Site OSH reports incl. records, statistics, incident reports as well of non-conformances.</p><p>§ Active monitoring of the construction and commissioning activities in the field. Daily OSH inspections/safety walks and reports</p><p>§ Ensure compliance with safety requirements defined by ISO 45001 certification system. Keep on record all required documents for Contractor and all Subcontractors.</p><p>§ Establishment of monthly Toolbox talks</p><p>§ Establishment of contractor?s safety Tools on site, like e.g. LMRA Cards &amp; TONs</p><p>§ Ensure that special personal protecting equipment and devices have been regularly inspected in accordance with manufactures requirements. Establishment of necessary training/information about the correct use of such PPE and devices.</p><p>§ Organizing and Supporting contractor?s HSE-campaigns on site, such as HSE-Day</p><p>§ Participating in the weekly/daily site Meetings.
