Our subject matter experts serve as principal advisors within a federal policy office and engage in shaping equal employment opportunity, military equal opportunity, diversity and inclusion management, and disability and accessibility policies and programs impacting 2.9 million personnel. We actively strive to channel our highly engaged employee’s knowledge, critical thinking, and determination to innovate scalable solutions for our clients.   Responsibilities You will be supporting an organization’s effort to make significant revisions to their existing regulations and instructions guiding EEO/Civil Rights, MEO, D&I, and Disability programs for the organization. You should be considered an expert in EEO and disability programs, including current EEO legal, regulatory, and statutory requirements. Specifically: Provide general consulting on and assist in the implementation of the EEO, civil rights, and accessibility policies, guidance, and programming. Support EEO outreach and training. Support and interpret the collection and organization of demographic EEO data, such as EEOC MD-715 and EEOC Form 462 data to ensure sound compliance and reporting practices. Provide overall expertise to support the program in ensuring organization-wide compliance in EEO, civil rights, disability/accessibility regulatory requirements.. Provide policy oversight and compliance for investigations into violations of equal opportunity laws and policies ensuring employment of people without regard to race, religion, color, national origin, sex, age, or disability. Support and develop strategic guidelines for non-discriminatory employment practices, including development, modernization, implementation of Disability, Civil Rights, and EEO rules and instructions that will replace existing Disability, EEO nondiscrimination and anti-harassment policies and programming. Support development of emerging initiatives to execute goals and objectives contained in the EEO, MEO, D&I, Civil Rights, and Disability portfolios as well as assist in research and analysis of emerging military and civilian equal opportunity, anti-harassment, D&I, and other initiatives, to include drafting guidance, manuals, reports, Issuances, training curriculum, briefings, meeting support, and all aspects to support the maintenance, implementation, and execution of change management and strategic plans. Provide support to EEO, MEO, D&I, Civil Rights, and Disability SMEs and staff program/policy analysts. Facilitate the implementation of strategic planning initiatives with a focus on Disability/Accessibility and EEO. Execute Disability equal opportunity, EEO, and civil rights policy and compliance management, with opportunities to further support MEO and Diversity & Inclusion management policies and guidance requirements. Provide Disability/Accessibility, EEO, Civil Rights subject matter expertise to conduct analysis, evaluation, and preparation of program briefs, reports (including issue papers), point papers, and prepare correspondence required to support strategic initiatives and Directors. Review and prepare draft responses to Congressional requests and inquiries, as well as, requests from other Federal Government agencies and partners. Provide input for response to internal and external stakeholders and in the execution of program requirements consistent with policy requirements and emerging trends. Draft, write, edit, and staff executive products, including but not limited to letters, memos, reports, final administrative decisions, and briefings. Qualifications What is required: Bachelor’s Degree in Human Resources Management or a field related to Disability/Accessibility/EEO/Civil Rights. 3 years’ experience in Federal Disability EEO complaint management specifically managing Title V/ABA programs and procedures, including but not limited to analyzing Reports of Investigation and drafting Final Administrative Decisions (FADs) to ensure legal sufficiency and DoD leadership approval. 3 years of demonstrated federal sector business acumen in carrying out disability and associated missions with a basic understanding of the composition of the federal civilian workforce (e.g., Civilian EEO Programs and/or Title V, including Sections 501, 504, and 508). Demonstrated experience effectively communicating orally and in writing. Active or ability to obtain DoD Public Trust. What is preferred: Juris Doctorate. Experience effectively assessing and formally reporting on compliance and implementation of Disability, EEO, and Civil Rights policies and programs. 5 years demonstrated Department of Defense Disability, EEO experience, including Title V of the Rehabilitation Act and Architectural Barriers Act (ABA), and/or anti-harassment policies and programs. 3 years demonstrated DoD Instruction (DoDI) and Federal Regulation processing and experience with DoD writing manual and style guide. Equal Employment Opportunity Commission experience developing and assessing regulatory guidance and compliance. Secret Level DoD Security Clearance or above. Teleworking Permitted?
