Senior Contract Engineer within
Eni Iraq B.V. in
Basra,
Iraq. You will be responsible for processing requisitions for work, materials, and services, ensuring they meet delivery, cost, quantity, and quality requirements in accordance with EIBV policies and procedures. Additionally, you will draft and review Action Plans and Contract Award Recommendations, prepare and evaluate tender packages and finalize contract awards. Your role will involve conducting commercial evaluations and finalizing all contractual terms and conditions for awarding contracts for Goods, Works and Services, even those with high levels of complexity. You will also participate in the preparation of contracts and procurement strategies and tactics, manage all aspects of contracting activities with minimal supervision, and perform counterparty risk assessments as per existing procedures.

Main responsibilities:
- Prepare contractual and commercial sections of the tender package and compile the full tender package.
- Develop and analyse contract documentation, including review and contribution to the contractual scope of work as per requisition.
- Ensure that contractual terms and conditions are defined in accordance with EIBV requirements and governance.
- Write contract requirements in conformance with all applicable laws and in compliance with EIBV procurement policies and procedures.
- Challenge the purchase requisition requirements, offering alternatives and proposing solutions.
- Make critical analyses, add revisions, and contribute to the preparation of tender lists, contract strategies and tender evaluation plans.
- Prepare un-priced and priced evaluation models of high complexity and major contracts.
- Perform contractual and commercial evaluations and required negotiations of tenders received and formulate recommendations.
- Draft the relevant documents for contracting strategy and awards approval.
- Elaborate and propose contracting solutions and pursue alternative methods of improving contracting practices, such as risk/reward, incentives, alliances, etc., comparing different purchasing alternatives like tendering vs. single source, renting vs. buying, etc.
- Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with other departments and Contracts & Procurement staff to provide high-quality, seamless customer service.
- Develop, compile, and conduct EoI and market surveys.
- Train junior personnel on the job in all aspects of the contracting process.
- Ensure that confidentiality is maintained during the procurement process.
- Manage all contracting phases in coordination with Contract Holder(s) and other involved functions, as appropriate.
- Ensure proper data entry into the GPS system for all ITTs, Contracts, and Amendments as per management instructions, including Local Content and a weekly update of all workload.
- Manage all activities in full compliance with the Company's Code of Ethics.
Skills and experience required:
- Educated to degree level, preferably in Engineering or Economics. CIPS qualification is desirable.
- Significant experience in the contracts and procurement area in oil and gas projects. Work experience in the Middle East region is desirable.
- Knowledgeable in international contractual formats and complex corporate and project governance.
- Understanding of commodity markets, price trends, and various grades, qualities and varieties of materials, supplies and equipment.
- High fluency in written and spoken English, particularly for contract terminology.
- Excellent communication and negotiation skills, with the ability to understand what is negotiable in line with company targets.
- High professional standards and personal integrity.
- Strong ability to work effectively with people from diverse cultures and backgrounds.
- Ability to work under pressure and with minimal supervision.
- Proficient in MS Office, particularly Excel.
