Summary Join our team! The Permanent Change of Station (PCS) Specialist is responsible for the PCS move for Department of State Employees utilizing the PCS online Portal. This Portal will integrate the required processes and systems to complete a PCS move, along with your direct support providing end-user system support and moving members as well as staff members facilitating the move with the Department of State. Responsibilities What You'll Get To Do: Serves as a liaison between customers and service providers and maintains a point of contact (POC) document for the region to ensure continuity of communication. Serves as a customer advocate by efficiently and effectively answering customer questions within 24 hours of receipt and providing information updates to customers. Understands the customer’s system use portion as well as the providers’ portion of the ServiceNow workflows. Provides Customers with Post Checklist technical assistance. Facilitates and understands the ticketing workflows’ interfacing operations. Manages customer inquiry tickets in the ServiceNow platform and provides reports to the Contracting Officer Representative (COR) and Assistant Contracting Officer Representative (ACOR) as required. Facilitates training for posts on the check-in and check-out processes during the PCS off-season. Other duties as assigned. Qualifications You'll Bring These Qualifications: A High School diploma or equivalent is required. Possesses expertise in the Department of State PCS Portal, PCS Claims, and PCS process. Possesses a basic understanding of passport and visa processes, and what resources to liaison with for process assistance. Possesses a general understanding of the DOS Shipping Entitlements Basics and DOS Shipping Travel Basics. Experience with Travel Authorizations and how to address errors in the process. Experience in understanding policy as well as effectively communicating policy to others. Possess a working knowledge of world geography and the ability to demonstrate a complete knowledge of the posts in their assigned region within 90 days of commencement of duties. Possess verifiable speaking and writing skills that demonstrate the ability to professionally communicate with customers and stakeholders, including high-ranking government officials. Possess proficiency with information technology software applications, including but not limited to Microsoft Office Word, Excel, PowerPoint, and Access (or other like software). MUST obtain and maintain a Public Trust clearance. Knowledge, Skills, and Abilities: It is desired for the individual to possess PCS move experience as a former Department of State Foreign Service Officer or current/former Eligible Family Member (EFM), PCS move experience in another U.S. government agency either as an employee or EFM, or similar high-level understanding of the process due to in-depth and extensive experience with US Government (USG) rules and policy in the areas of shipping, travel, claims, or other PCS-relevant areas.
