Responsibilities This Operations Specialist position will reside within the DDS&T Office. While the position supports all members of the DDS&T, it primarily serves to assist the Director of Institutional Planning and the Director of Research Operations, who offer S&T operational leadership and align PNNL’s strategy and resources to meet mission objectives and national needs. The incumbent will: use best practices and knowledge of internal/external business issues to improve products or services; solve complex problems and work to build consensus on solutions; take a new perspective using existing solutions; work independently and receive minimal guidance; act as a resource for colleagues with less experience; have conceptual and practical expertise in own area and general knowledge of related areas; and impact a range of stakeholder, operational, project and/or service activities within the DDS&T office. Typical activities where the operations specialist will support the DDS&T office include, but are not limited to: The Annual Laboratory Plan Provide logistical and organizational support for development of the Annual Laboratory Plan (~100 pages), including setting the schedule, identifying authors, tracking input, checking submissions for compliance with DOE guidance, and managing text flow to completion, Engage senior PNNL leadership, as necessary, to answer questions about Annual Laboratory Plan requirements and assure timely completion of this deliverable, Serve as the primary contact with PNNL’s graphics and editorial staff to assure delivery of a quality product by deadline Serve as the primary contact with PNSO on questions and conversations related to the Annual Laboratory Plan, and Complete a lessons-learned session post-delivery of the Annual Laboratory Plan and assure that lessons are incorporated in the following year’s process. The annual Strategic Investment Requests/Strategic Disinvestment Opportunities (SIR/SDO) process Support the SIR/SDO team to develop materials that drive the collection, quality control, organization, and explanation of the SIR/SDO process. Manage SIRs and SDOs in the SharpCloud tool for triage by the SIR/SDO team. Participate as a member of the SIR/SDO team in quality control/review of all SIR/SDO submissions and engage PNNL staff as necessary for clarification and/or amplification. Support preparation of presentations for the LLT that lay out the choices available to them, and document decisions. Participate as a member of the SIR/SDO team to improve, redesign, and streamline the SIR/SDO process. Office of Research Integrity, Research Operations, and Research Innovation functions Serve as a Research M&O Program delegate with Office of Research Integrity committees (Institutional Biosafety Committee, Institutional Animal Care and Use Committee, Institutional Review Board) and the Data Stewardship Board. Support Research M&O Program requirements management, including tracking reviews of Records of Decision and associated implementations, to assure accuracy and effectiveness. Track deliverables/event reporting, management of items in Issue Tracking System and Optional Tracking System, by interfacing with S&T and M&O Directorate Points of Contact. Support trimester Extent of Deployment reporting for the program by interfacing with S&T and M&O Directorate stakeholders and participate/inform operational self-assessments. Participate in Operating Model Improvement Initiatives as a representative of the DDS&T office and Research M&O Program (e.g., Lab Assist, Unified Assets, Non-Employee and Employee Categorization Framework, Project Central Platform) and various cross-cutting working groups (Project Management functions). Interface with S&T Directorate Operations Managers and Associates and Project Management Office Directors on various improvement initiatives, development of action plans, and capturing lessons learned for continuous improvement of Institutional Research Operations. Support revision and development of assurance documentation for the Program, including How Do I Know workflows and exhibits, web content, communications, decisions by interfacing with M&O Program stakeholders. Supporting other initiatives and tasks assigned to the Director of Research Operations (e.g., Integrated Capability Management, Operations Council working groups, risk identification and management, assurance performance plans, etc.). Office of University Partnerships Provide logistical and organizational support for PNNL’s graduate student and joint appointment programs, including setting schedules, tracking where students are in the process, ensuring appropriate records are kept, preparing supplementary materials on the program and its effectiveness, etc. Qualifications Minimum Qualifications: BS/BA and 5 years of relevant experience -OR- MS/MA or higher and 3 years of relevant experience Preferred Qualifications: Ability to multi-task and proactively prioritize issues to drive deadlines, keep team members and stakeholders informed, on task, and on schedule, and use project management techniques to manage/control tasks and resources. Ability to engage senior members of PNNL and PNSO professionally and with confidence. Outstanding written and oral communication skills. Additionally, the ability to identify poor arguments in text, converse effectively with research staff to ask clarifying questions, and prepare and deliver reports that clearly communication research operation expectations, progress towards objectives, and key issues. Curiosity and motivation - Ability to take advantage of the breadth of exposure to all parts of PNNL that this position affords to learn and improve the performance of the laboratory, act independently, and demonstrate initiative in solving complex project and group operational challenges. Experience/familiarity with PNNL, PNSO, and DOE – demonstrated ability to work effectively in a dynamic environment, engage with senior PNNL and PNSO management and organizations, and S&T and M&O Directorate functions.
