MAIN DUTIES &amp; RESPONSIBILITIES</p>
<p>
</p>
<p>
Work with GTG colleagues and any other relevant stakeholders in contracting and procurement skill set.</p>
<p>
Keep sound working relationships and work effectively with Contract Holders, whilst maintaining commercial and contractual challenge.</p>
<p>
Formulate and implement, along with the Contract Holders, robust contracting strategies to optimize value for the business; and addressing the business and HSE considerations, including market capacity and capability, local content opportunities, risk exposure and the overall project schedule.</p>
<p>
Manage the tender process by coordinating with the Contract Holder(s) and the Business department to align C&amp;P activities with the requirement; obtain the Scope of Work, draft tender documents etc.</p>
<p>
Interface with all stakeholders for compilation of tender documents.</p>
<p>
Structure contracts and agreements with the objective of minimizing claims and disputes.</p>
<p>
Ensure that the safety aspects with attention to contractor HSE, as well as risk, local content, QA/QC, environmental and community relations aspects are captured and documented in the contractual requirements.</p>
<p>
Ensure that pre-qualification and tendering activities include Due Diligence and Ethical conduct and are carried out in an effective and timely manner in line with the GTG C&amp;P Procedure and local regulations.</p>
<p>
Follow up with Tenderers to obtain their acknowledgements, clarifications /extensions, issue tender bulletins/addendums, preparation of bid evaluation criteria, receive bids, arrange for bid openings, address contractual /commercial exceptions taken by bidders.</p>
<p>
Coordinate bid evaluations and ensure timely submissions of evaluation reports, defend their content and obtain their approval.</p>
<p>
Co-ordinate relevant peer reviews and approval of both the Tender and final contract documents.</p>
<p>
Interact and develop submissions and supporting documents for obtaining approvals from external and internal stakeholders (General Management, Board of Directors etc).</p>
<p>
Develop and execute robust contract management plans to support Contract Holders in the post-award management of a contract.</p>
<p>
Support EPC3 in all kinds of contractual commitments for effective post award contract management. </p>
<p>
Ensure that contract spend is recorded in an auditable fashion. Assist in monitoring spend and each contracts.</p>
<p>
Monitor and report on contractors contracting and procurement activities and their management of sub-contractors.</p>
<p>
Ensure that Contractor complies with all the contractual obligations.</p>
<p>
Ensure that Change management process is managed effectively, by timely addressing variations and claims.</p>
<p>
Manage and maintain C&amp;P contract/PO files including NDOs, strategies, signed orders, requisitions, correspondence and other relevant documentation. </p>
<p>
Any other activity as directed by the business and instructed by EPC3 Managers and/or C&amp;P Managers.</p>

QUALIFICATIONS:</p>

<p>
University Degree </p>
<p>
</p>
<p>
</p>
<p>
EXPERIENCE/SKILLS:</p>
<p>
</p>
<p>
Extensive experience in contracting and procurement, in Upstream Business with extensive experience in Joint Ventures.</p>
<p>
Experience in Algeria in a JV environment is a plus.</p>
<p>
Direct knowledge and sound technical appreciation of all types of oil &amp; gas industry equipment and materials.</p>
<p>
Comprehensive knowledge of commercial processes for contracting and procurement, including interpretation of commercial terminology and contractual clauses used in the general conditions of contract used in the industry.</p>
<p>
In depth knowledge of ERP system.</p>
<p>
Ability to independently manage the C&amp;P process.</p>
<p>
Ability to influence.</p>
<p>
Pro-active style with an ability to question and challenge others.</p>
<p>
Comprehensive knowledge of the supply market and potential contractors/suppliers, and where commercial benefits can be obtained.</p>
