<b>Overview</b><br />
<br />
We are seeking an Operational Excellence (OE) Engineer to join the Operational Excellence (OE) &amp; Compliance Group part of our Sofon Projects Department.<br />
<br />
The OE &amp; Compliance Group is responsible for providing strategic guidelines of the Operational Excellence in line with the corporate strategy.<br />
<br />
As an OE engineer, your primary role is to develop and implement Operational Excellence programs aligned with the corporate strategy ensuring efficient on-time, high quality, and safely.<br />
<br />
<b>Key Responsibilities</b><br />
<br />
As a successful candidate you will be required to perform the following:</p>

<ul>
<li>Develop and implement Operational Excellence programs aligned with the college strategy ensuring efficient on-time, high quality, and cost-effective delivery of capital projects.</li>
<li>Implement continuous improvement programs.</li>
<li>Develop and implement policies and procedures in line with the college&
39;s strategic plan.</li>
<li>Design and implement contractors&
39; performance management systems.</li>
<li>Establish KPI&
39;s and allocate service contracts.</li>
<li>Collaborate with Chancellor&
39;s office and academic and administrative staff, work with design consultants and architects to prepare blueprints, and specifications, scope of works.</li>
<li>Develop project charters and project plans identifying projects objectives, scope, schedules, and stakeholders&
39; engagement plans.</li>
<li>Develop project risk registers and recovery plans to mitigate identified risks and to estimate the needed contingency fund required to manage the identified risks.</li>
<li>Develop project requirements and budgets, draft Request For Proposals (RFPs), prepare bidding documents, evaluate, recommend, and negotiate with contractors.</li>
<li>Monitor and report on projects progress and budget, review and evaluate schedules of values and payments for contractors.</li>
<li>Provide project financial reports detailing cost overruns, scope variations and allocation of direct and indirect expenses.</li>
<li>Conduct Return of Investment (ROI) analysis, payback period or Cost/benefit analysis to justify and obtain management approval for capital budgets.</li>
<li>Analyze Risk Management (R&amp;M) spend variance across locations comparing spend of similar locations and taking necessary actions.</li>

<b>Minimum Requirements</b><br />

As a successful candidate you will hold a:</p>

<li>Bachelor&
39;s degree in Engineering from a recognized and approved program. An advanced degree is preferred, but not required</li>
<li>Minimum of 10 years of relevant experience preferably in oil and gas, with at least 5 years in Operational Excellence.</li>
<li>Knowledge of quality and compliance requirements and audit programs.</li>
<li>Familiarity with knowledge management approaches, principles and tools.</li>
<li>Excellent communication skills and ability to represent the organization in diverse forums</li>
</ul>
