Project Management Office Director, Nuclear Science & Legacy Waste

Overview This position executes and continually enhances a codified, replicable process for delivering project managment excellence and managing project risks. The PMOD supports the achievement of the Laboratory Mission Outcomes assigned to the Directorate by ensuring expert delivery stewardship for a portlolio of projects directly contributing to sponsor mission outcomes. The PMOD oversees all aspects of expert delivery, including management of project risk and interfacing with project managers, Group Leaders, Division Directors, Market Sector Managers and key sponsors to deliver national impact. Responsibilities Responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities. Consistent with Market Sector plans, contribute to the development of competitive proposals based on value propositions for key sponsors within each contribution area. Ensure cost estimates for proposals and annual work plans are appropriate and capture all aspects of project costs. Ensure all project risks are properly identified, addressed in planning, formally accepted, and there is assurance they can be fully mitigated during project execution. Ensure projects effectively and efficiently produce high quality research products. Work with contracts, finance, and line management to establish adequate budgets, realistic schedules and align appropriate resources for performing the work so that high-quality products are delivered to sponsors on time and within budget. Fully understand and meet or exceed sponsor expectations for content, quality and delivery. Monitor project progress against project management plans. Review and approve changes to scope commensurate with adjustments in risk, budget and schedule. In coordination with Market Sector Managers, provide frequent and ongoing communications with the sponsor on progress and to obtain feedback. Ensure that projects are executed in a safe, secure, environmentally conscious, and operationally compliant manner. Ensure that appropriate quality steps are taken to ensure that products are technically sound and can be relied upon by the sponsor. Tailor management system processes and staffing models to support reliable delivery of high-quality results. Accountabilities: To ALD/COO for: Assuring that all significant risks have been identified, fit within operational boundaries, and can be appropriately mitigated before authorizing funded projects to proceed. Providing management oversight, using qualified managers to confirm project execution and risk mitigation are effective. Assuring projects are properly staffed, planned, and executed to produce high quality deliverables. To Project Managers for: Communicating sponsor and PMOD expectations for project management and project execution. To Sector Managers for: Assuring projects are properly executed to produce high quality deliverables on time and within budget. To Division Directors/GLs for: Providing research staff with high-quality research opportunities and for providing performance feedback to enhance professional development. Input to capability development strategies. To Commercialization Managers for: Identifying new IP and opportunities for deployment of IP. Qualifications Minimum Qualifications: BS/BA and 15+ years of experience -OR- MS/MA or higher and 13 years of relevant project management experience Preferred Qualifications: Ten or more years of experience relevant to project management and depth of knowledge in science and/or methods needed to deliver project. Must possess demonstrated technical leadership and management skills and be able to perform each essential duty. Strong, proven interpersonal communications, problem solving and human relations skills are also needed to communicate well with staff, management, and external sponsors/groups. Understanding of the technical capabilities of the project management office is required. Previous project management experience is required. Must be able to obtain Radiological Worker I qualification. Graduate of PMDP, MSDP, and/or ELP; PMP certification or demonstrated equivalent (knowledge competency criteria) expected. Preference is for individual having a background in nuclear, radiological and/or environmental related technologies and projects. Hazardous Working Conditions/Environment Must be familiar with laboratory and facility operations, and must be knowledgeable enough to work with staff to mitigate potential hazards encountered in these environments. Must also have understanding of field research activities. Additional Information This position requires the ability to obtain and maintain a federal security clearance.
