Overview The OSD Performance Assurance Lead reports to the OSD Operations Manager and is focused on conducting and communicating the status of performance management and assurance activities that are critical to achieving OSD’s mission. The OSD Performance Assurance Lead is considered a subject matter expert with respect to program and operational performance management and assurance processes. This position will support OSD Management and Operations (M&O) programs and/or groups as assigned. The incumbent is expected to lead, support, and influence performance management activities that assure operational programs, projects, and activities are meeting expectations and being conducted in a safe, secure, compliant, and environmentally responsible manner. Responsibilities Responsible for providing a specific Quality Assurance (QA) and/or Quality Control (QC) related functions in support of PNNLs R&D and Management & Operations (M&O) and the implementation of a project or organization¿s applicable quality program or plan. Collects, organizes, monitors and distributes information related to quality assurance management and quality control including process improvement functions. This includes documentation of and compliance to standards in PNNL-developed processes (e.g., processes to manage HDI and IOPS content and information; processes to manage strategic business and assurance planning; R&D and M&O project-specific and program-specific standards and requirements). In addition, Code of Federal Regulations (CFR), Orders, and Industry Standards such as DOE 414.1D, ASME NQA-1, NRC, ISO, 10 CFR 50 appendix B, etc., are within the scope of the QA/QC function performed by this role. Performs assessments and other quality-related activities to develop, administer, and apply quality improvement aspects of the applicable program or plan. The quality-related functions performed are primarily concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items or services. Key Responsibilities of the position include: Acting as a performance management and assurance subject matter expert in support of OSD M&O programs and/or groups; including monitoring and mentoring staff in performance management related activities. Leading or participating in the development of performance plans and monitoring progress against key objectives. Assuring completion and quality of deliverables to PNNL Contractor Assurance (e.g., requirements analysis, risk registers, assessment schedules, performance reports). Leading or participating in performance activities such as assessments and field walkdowns with SMEs; maintaining awareness of results. Developing, monitoring, and trending effective critical controls and performance indicators (leading and lagging). Leading, supporting, and monitoring issues management activities (e.g., tracking issues, development of corrective actions plans, monitoring completion and effectiveness of corrective actions, assuring quality of closure documentation, issuance of lessons learned). Informing applicable management of issues, trends, emerging risk, or cross-cutting areas needing attention; recommending actions and/or integration/coordination as appropriate. Qualifications Minimum Qualifications: BS/BA and 9 years of relevant experience -OR- MS/MA or higher and 7 years of relevant experience Preferred Qualifications: Experience in requirements analysis and implementation. Experience in risk analysis and development of controls. Experience developing metrics and other performance indicators. Experience leading or participating in assessments and/or effectiveness reviews. Ability to network and build strong working relationships. Strong operational discipline and attention to detail. Strong communication and technical writing skills.
