Job Description Senior Functional Manager, Delivery Do you enjoy requirements gathering, interpretation, and validation? Are you passionate about supporting end users through business process change? About the Role As a Senior Functional Manager, you will manage the performance and success of a small team of business analysts. You will lead the effort for capturing end user business needs for a new system implementation and ensuring those requirements are being met by translating requirements to technical developers and validating that system functionality supports the business and meets end user’s needs. Responsibilities Authoring and presenting SNAP/TANF business requirements documentation. Having a System-wide view of the SNAP/TANF system design. Ensuring each component/module work together to address the functional requirements and use cases. Working with subject matter experts from the program areas to understand system and process requirements and articulates the requirements to developers. Overseeing a team of business analysts supporting requirements documentation, validation, testing, and analysis. Supporting System integration testing and end user testing to validate functional requirements are met and evaluate test results. Oversee business analyst testing. Recommending, documenting, and demonstrating new and modified business processes supported by the new SNAP/TANF system. Collaborate with the Training / Organizational Change Manager to plan for, develop, and execute an organizational change management plan to support business end users At least three (3) years of management experience with software development, design, and the Vendor’s SDLC methodology for this Contract. • Experience with and responsible for the design of an application similar in scope to the Vendor’s proposed solution. • Able to quickly adjust style and approach to requirements elicitation and communications based on intended audience • Experience with the Vendor’s SDLC process for large-scale enterprise applications • Possess general IT knowledge • Prior project experience with SNAP and TANF programs Requirements Have SNAP/TANF program policy knowledge. Have management and supervisory experience in a similar role or setting. Be able to liaison across business users and technical developers and ensure all functional requirements are documented and delivered to meet end user needs. Be able to build and maintain positive client relationships with senior managers and end users. Be able to drive and champion organizational change management.
