The ACSA/Agreements Program Management II will provide support for managing current Air Force theater operations for logistics and sustainment support. USAFCENT/A4 Logistics Directorate provides oversight for formulating policy and guidance for logistics plans, transportation, supply/fuels, and maintenance/munitions in deliberate (long-term) and crisis action planning (immediate), programming plans, agreements, base opening/closing, bed down support, Expeditionary Support Plans (ESP), and exercises. The ACSA/Agreements Program Management II will provide adaptive planning actions daily, perform Time Phased Force Deployment Data (TPFDD) analysis of force requirements; execute contingency/exercise logistics support, and coordinate the movement of forces and BEAR/BOB assets aggregated in the Continental United States (CONUS) or abroad for movement, and coordinate and validate contingency requirements availability of assets on hand through the Executive Coordinating Agency. Responsibilities Provide logistics support to the USCENTCOM Area of Responsibility (AOR). Coordinate the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors and other agencies and organizations in support of Air Force (AF) Logistics activities supporting contingency operations. Perform duties as single point manager for programs including Acquisition Cross Servicing Agreement (ACSA), Expeditionary/Base Support Plans (E/BSP), and Support Agreement Programs for the 9AF (AFCENT) Logistics Directorate in support of operational requirements. Provide the 9 AF (AFCENT) Logistics Directorate expertise in Base/Expeditionary Support Planning (B/ESP), Support Agreements, and Exercises in support of 9 AF (AFCENT) operational requirements and programs. Manage subordinate Programs Logistics Analysts in the performance of their daily duties. Provide technical expertise in the aforementioned programs to the Logistics Director, USCENTCOM, USAF, and MAJCOM Programs managers. Advise key leaders on inter/intra-service and international processes, and procedures regarding 9AF (AFCENT) Programs. Manage and perform the research and development, coordination, and maintenance of Support Agreements, and B/ESPs documenting capabilities and requirements. Manage the development, coordination, and multi-functional review of Support Agreements between service components, host nations, and other national and international agencies. Lead efforts required to analyze and implement site survey reports to identify support and infrastructure capabilities at current and future bed-down locations. Responsible to the Director of Logistics on coordinating/processing of ACSA requests and the input/extraction of AGATRS transactions; Input, extract, and interpret data from automated information systems - ACSA Global Automated Tracking and Reporting System (AGATRS). Manage logistics support for 9 AF (AFCENT), USCENTCOM exercises, contingency, and wartime operations as it relates to performing ACSA, Support Agreement, and B/ESP mission support. Provide logistics expertise and centralized direction for coalition and joint support of 9 AF (AFCENT) WRM assets in the AOR. Manage policy and responsibilities for Acquisitions Cross-Servicing Agreement (ACSA), Base Support Plans/Expeditionary Site Planning, and Support Agreements as outlined in applicable DoD Regulations, AFIs, AFMANs, and governmental regulations. Acquisition and Cross-Servicing Agreements (ACSA) Program Manager for the 9 AF (AFCENT) Headquarters to include reviewing and maintaining records of all ACSA transactions executed by 9 AF (AFCENT) and its subordinate units. Develop and/or amend USAF and 9 AF (AFCENT) ACSA training publications and presentations; train logisticians and key personnel deploying into the 9 AF (AFCENT) theater of operations. Manage processes required to accomplish Expeditionary Site Plans (ESP)/Support Agreements/Exercises consistent with existing directives based on analysis of capabilities and requirements of SWA operating locations. Develop and maintain an accurate status of the ESP/Agreement/Exercise program. Lead the administration and management of the Base Support and Expeditionary (BaS&E) Planning Tool for all AOR locations. Manage all Memorandum of Agreements (MOA) and Memorandums of Understanding (MOU). Input, extract, and interpret data from automated information systems – ACSA Global Automated Tracking and Reporting System (AGATRS). Provide expertise to agencies to amend Air Force and Department of Defense (DoD) Instructions and training for both logistics and finance personnel performing ACSA duties. Advise Defense Logistics Agency (DLA) Joint Contingency and Expeditionary Services (JCXS) program office on processes for data entry into the ACSA Global Automated Tracking and Reporting System (AGATRS). Coordinate and advise on ACSA process improvements to the Joint Staff Requirements Review Board (RRB) as required. Advise on necessary procedures to effect changes in the AGATRS software designs and applications with applicable agencies. Provide HQ-level briefings at the Annual ACSA Worldwide Workshop to improve multinational logistics support capabilities. Support the 9AF (AFCENT) Commander on ACSA issues and emerging requirements to cultivate innovative solutions. Other duties as assigned. Qualifications High school diploma or GED equivalent 2+ years relevant experience in the past 3 years Experience gained in direct support of Air Force Plans Support preferred Valid U.S passport Secret clearance is required Knowledge, Skills, and Abilities Ability to travel as needed up to 40% of the time. In-depth knowledge/background in logistics management, including transportation, supply, and limited contract management Excellent research and analytical skills Technical expertise with the interpersonal skills necessary to cooperate, motivate, and coordinate with the other teams; to keep initiatives focused; to access the effectiveness of efforts and programs, and to adjust programs and priorities accordingly. Ability to perform short-notice TDY deployments to meet worldwide operational/mission requirements Ability to ensure the best use of scarce resources and elimination of unnecessary duplication. Ability to conduct training for staff functionals, subordinate and tenant units. Ability to advise senior personnel on logistics matters affecting mission accomplishment in the AOR. Ability to identify and address potential logistics problems to minimize impact on the mission and expedite resolution of logistics issues as they occur. Ability to multitask, prioritize, and manage time effectively Ability to work autonomously with minimal supervision as well as in conjunction with multiple personnel in the fulfillment of said duties Strong attention to detail Excellent customer service skills, interpersonal skills, and professional demeanor.
