The Proposal Procurement Lead (estimator) is responsible for determining the current/expected material costs of Veolia WTS supplied equipment to establish the budget during execution of the project:<br><ul><li>Work in conjunction with Category Managers, Engineering and Sales to develop the best and optimized cost strategy for the projects</li><li>Lead the execution of the cost strategy utilizing quotations, vendor contracts, material costing database, cost standards and historical data</li><li>Develop and maintain cost standards to assist in future costing</li><li>Develop and maintain files and records of current costs of equipment, products and components</li><li>Evaluate risk and contingencies to be included in proposal material costing</li><li>Review existing contracts to compare estimated versus actual costs</li><li>Calculate the procurement labor budget to execute the project</li><li>At project award, communicate to the execution team the costing strategy to be followed</li><li>Develop and maintain familiarity with current and expected market conditions that affect costs</li><li>Maintain skills for utilization of Company software, such as: Google Suite and SAP</li><li>Adhere to the Company Values, Ethics, and Safety Policies</li></ul><br>Education<br><ul><li>Bachelors Degree in Engineering - Work experience can be substituted for additional education</li></ul><br>Hard Skills<br>&bull; 7 + years' experience as Mechanical, commercial engineer and or procurement, supply chain background<br>&bull; Above average mathematical skills and mechanical aptitude in an engineering environment<br>&bull; Possess communication skills, both written and oral<br>&bull; Analytical and problem solving skills<br>&bull; Solid understanding of costing methodology<br>&bull; Ability to apply logic and reasoning to properly develop costs with limited input<br>&bull; Ability to read and understand engineering drawings, fabrication drawings and specifications<br>&bull; Ability to perform weight and material take-offs from process equipment drawings<br>&bull; Above average water treatment or manufacturing environment knowledge <br><br>Soft Skills<br>&bull; Creative, organized and self-motivated for success.<br>&bull; Experience in working in different cultures and environments, in a matrixed organization.<br>&bull; Problem solving and research skills.<br>&bull; Time Management.<br>&bull; Proven experience in management with demonstrated success working in a fast-paced multicultural and cross functional team environment.<br>&bull; Strong negotiation skills.<br><br>Desired Characteristics<br>&bull; Excellent communication skills and process knowledge. <br>&bull; Experience leading an off-shore team. <br>&bull; Strong analytical and critical thinking skills. <br>&bull; Ability to communicate across all levels of the organization.<br>&bull; Ability to adapt / drive change across a global team in a dynamic business environment.<br>&bull; Ability to work well in a fast-paced and challenging environment<br>&bull; Strong oral and written com
