Overview PNNL integrates technical information, policy, and operational expertise into versatile and sustainable national security solutions. Our staff provide tools, technologies, and approaches for combating a range of threats, both at home and in more than 100 countries worldwide. We make national security technology work in the real world by: Operating at the intersection of science, technology, and policy to bring scalable solutions to the global security mission; Protecting critical assets through integrated risk analysis, optimized security operations, and specialized training; Designing and delivering field able solutions into operational environments; Assuring the readiness, sustainability, and resilience of critical national security, operations, and infrastructure; and Integrating program-level solutions built on policy, regulations, next generation technology, and international operations. The Global Security Technology and Policy (GSTP) group within the Emerging Threats and Technologies Division seeks an early career data scientist with a passion for working on nonproliferation and arms control policy challenges. The candidate will specifically support mid and senior career staff focusing on arms control and nonproliferation treaty implementation and verification issues. These teams consist of staff with a variety of skills and backgrounds in nuclear engineering, chemistry, biology, international relations, strategic trade controls, nuclear safeguards, and nuclear security who evaluate treaty implementation challenges and facilitate commitment to treaties, conventions, protocols, agreements, and other nonproliferation instruments. Drawing on their respective areas of technical expertise and knowledge across the chemical, biological, radiological, and nuclear spectrum, these staff evaluate the implications of emerging technologies on international efforts to monitor and verify compliance with international norms and legal instruments; evaluate gaps in normative systems that hinder use of technical solutions; explore and define parameters for future treaties and agreements; and consider new approaches -- both policy and technical in nature - for treaty design and implementation. Staff on this team work collaboratively with multi-disciplinary teams to develop and deploy technical instrumentation, systems, and tools that monitor treaty implementation and verify compliance. They bring professional expertise in conducting and supporting nuclear safeguards and security inspections, monitoring activities, technology development and demonstration, system integration, and foreign nuclear programs. Responsibilities As challenges in these domains evolve, there is a growing need for staff who are capable of designing, developing, and implementing methods, processes, and systems to analyze diverse datasets. This work requires staff with knowledge of statistics, machine learning, advanced mathematics, simulation, software development, and data modeling to integrate and clean data, recognize patterns, address uncertainty, pose questions, and make discoveries from structured and/or unstructured data. Our teams need someone who can produce policy solutions driven by exploratory data analysis from complex and high-dimensional datasets. As staff grow in this domain, they will be expected to designs, develop, and evaluate predictive models and advanced algorithms that lead to optimal value extraction from the data. Staff are expected to demonstrate ability to transfer skills across application domains. Qualifications Minimum Qualifications: BS/BA or higher Preferred Qualifications: Experience cleaning and preparing data for analysis. Demonstrated ability to synthesize different sources of information to build and query large datasets. Familiarity or experience evaluating large datasets, visualizing trends, and/or conducting data analysis. Experience using data analysis and data visualization software, including R, Python, SQL, Excel, Google Charts, Analyst Notebook, and/or Tableau. Education or background applying findings from data analysis techniques to nonproliferation policy challenges, particularly in the fields of export controls and strategic trade controls. Familiarity or experience supporting key sponsors including the Departments of Commerce, Treasury, Energy, and Defense. Hazardous Working Conditions/Environment Not Applicable Additional Information This position requires the ability to obtain and maintain a federal security clearance. Requirements: U.S. Citizenship Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B. Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated. Testing Designated Position This position is a Testing Designated Position (TDP).
